In the NB system, the footnote or endnote itself begins with the appropriate full-sized number, followed by a period and then a space.

Note the difference in the bolded section. I've heard they did this for a lot of military folk who don't neccessarily land somewhere 50 miles away all the time. There it is, actually a fairly black and white section as far as the regulations are concerned.
